Yes, “RFP” means what you think it means if you’ve had any experience with government contracts—whether federal, state, local, or otherwise. Government agencies among other groups send RFPs (Requests for Proposals) to vendors, contractors, and other entities for upcoming work and projects for which they need competitive bids. Responders develop proposals, based on criteria identified within the RFPs, for how they plan to fulfill the work requirements and how much they will charge for doing so. Anyone who experiences this process knows how resource-intensive it can be, how disappointing it is to not be chosen to perform the work after expending resources to respond, and how exhilarating it is to win a contract. In this program Sylvia provides pointers to position you to more-positively respond—for profitable results—to proposals based on her business experiences (both successful and otherwise).
In a previous segment I talked about a March 4th, 2009 speech President Barack Obama delivered regarding his commitment to “changing how government contracts are awarded and who can get them.” The President went on to say that “The move will make the process more competitive and will save taxpayers up to $40 billion” per year. Specifically the U.S. President emphasized that “reforming our broken system of government contracting,” which includes; massive cost overruns, contracts being awarded without competition, contractors overseeing other contractors, outright fraud and, the absence of oversight and accountability” are the targeted problem areas upon which his new initiative will focus. Response to the President's plan ranged from skepticism in terms of being a realistic and achievable goal, to outright cynicism regarding possible motives for pursuing such a plan, and just a dash of optimistic pessimism. Suffice to say, and against such a backdrop of underwhelmed expectation, if we faced life's challenges in similar fashion I doubt that any of us would ever get out of bed in the morning. Don't get me wrong, the above cauldron of discontented disbelief in the virtue and intelligence of our public institutions has at times, been well earned. In the realms of supply chain, the VHA's $650 million write off odysseys with Oracle and JD Edwards is enough to make anyone throw in the proverbial towel. For this reason alone, Coupa's decision to offer all government agencies free use of their innovative technology as a means of improving spend may conjure up images of Eddie the Eagle whose heroic feats on the ski jump at the 1988 Winter Olympics while not earning him medals did inspire empathetic fan support. So why do it? Joining me to review the program in greater detail, including the reasoning behind its creation as well as what Coupa hopes to achieve by its introduction, is the company's CEO Rob Bernshtyn.

It has always been tough for small businesses to obtain traditional bank financing. In this tight market, it’s even tougher. Unfortunately, a number of government contractors get into trouble or go out of business because they don’t realize there is another option when the banks say no. Know your options when you need to make payroll and pay vendors while waiting for the government or prime contractor to pay. Our guest for this show is Ms. Amy J. Horn, Executive Vice President, Federal National Payables, Inc.
Due to the very large nature of many public sector contracts, it is very common for commercial organizations to decide to bid on a joint basis. Teaming agreements are used when companies wish to team together to bid on a procurement opportunity. Very often teaming up will be essential, when customers have prepared a tender covering their requirements and expect the bidder to meet those requirements in full. The most compliant bid has the greatest chance of success and in complex projects the scope of products and services will fall across the capabilities of a number of different suppliers. But the customer would much prefer a "one-stop shop" when it comes to dealing with the suppliers and managing the project. In the bid response, it would like to see one joint solution that fulfills the needs of the entire project. Typically, but not always, a larger organization will be the "prime-contractor" who is actually bidding for the work, supported by one or more "sub-contractors" providing specific products or expertise. Both the prime-contractor and the sub-contractor are potentially at risk if this relationship is not made contractually binding before any tender is submitted. In this the fifth of our special seven part series, I am once again joined by Judy Bradt who is an expert author, speaker and consultant who will provide invaluable insight into on how companies can capitalize on the emerging opportunities in the US public sector. Charlie Walker of San Francisco. Chairman of Black Truckers Association. These four leaders of the National Black Contractors Association will share some of their plans and experiences in the world of large- and small-scale contractors. They will also share with us their experiences with the post-Katrina Hurricane recovery; the black contractor’s involvement with Haiti following the earthquake; and the varying fortunes of black contractors in the wake of President Barack Obama's Stimulus. In the second hour, we welcome Alvin Chambliss to the Empowerment Hour. Mr. Chambliss is the attorney who handled the Ayers case to get economic parity for Mississippi's black colleges. He was on the case for 28 or 29 years before he was pushed aside in favor of other attorneys. Mr. Chambliss will discuss this case along with the announced closing of Southern University's New Orleans campus in the coming weeks. This week's on the Empowerment Hour we welcome Drexel Johnson, Chairman of the Young Black Contractors Association of Los Angeles and board member of the National Black Contractors Associations The Black contractors are currently in negotiations with Disneyland of California over contracts that were promised to Black contractors, but were never lived up to. Mr. Johnson will discuss this issue, the role of the Young Black Contractors Association and also give an overview of the California business scene as it affects black contractors.
Marc D’Antonio is MUFON’s photo and video analyst. He runs FX models, making precise scale models. His models are often used by government contractors. We will discuss cases he has investigated, and his views on the UFO phenomena. Although he is often labeled a debunker, he has his own interesting experiences and perspectives to share. He is a fun guy, and this should be a great show.
Federal affirmative action regulations require that federal contractors prepare and implement an affirmative action program. In this installment, we'll be discussing affirmative action strategy, program design, and development. We'll also be discussing a recent decision in a case entitled OFCCP v. Frito-Lay that centered around desk audits, what enployers should do to prepare for a desk audit, and what they can expect during a desk audit. Our guest for this installment is Carla Irwin. Ms. Irwin is the president of Carla Irwin & Associates, and is a Partner with the HRLink Group. Prior to her consulting career, Ms. Irwin served as the Affirmative Action Compliance Manager at Zurich North America and as the Director of EEO and Diversity at OfficeMax. She has extensive experience with EEO and affirmative action, and brings both an HR perspective as well as a legal perspective, in that she holds a Juris Doctorate degree from DePaul University College of Law.
According to the Government Accountability Office, the United States government is losing billions in tax revenues each year as a result of employees being classified as independent contractors. Many think that this lost revenue is the driving force behind a wave of federal legislation that will discourage employers from classifying employees as independent contractors. It's important for employers to stay up-to-date on this pending legislation, and to start taking proactive steps to prepare. In this installment of The Proactive Employer podcast, we'll be discussing the Employee Misclassification Act, the Fair Playing Field Act of 2010, and providing strategies employers can use to ensure that they are properly classifying their employees and independent contractors.
On the PI Window on Business’ second show back in April 2009 I welcomed along with McEvoy Galbraeth and Anne Phillips, Stephen Bauld who at the time was Vice President for the Ontario General Contractors Association and author of the books “Leadership Or The Lack Thereof” and “The Municipal Procurement Handbook (two editions).” Of the many great topics that we covered during the 30 minute segment, what still stands out is Stephen’s comment regarding his Leadership book. Specifically that he had originally anticipated that sales would likely be confined to “his family and a few close friends.” Well he did a little bit better than that as the book became a strong seller, something he had attributed to the paucity of procurement books on the market at the time. Of course notwithstanding a limited selection in the category, Stephen’s book did well because it was well researched and equally well written. Jump ahead to 2011, and I am excited to say that the availability of books regarding procurement has kept pace with the market’s recognition that purchasing is not simply an adjunct of finance, but a critical strategic tool for both private and public sector entities. This is especially true in the public sector, where purchasing is also being viewed as an economic driver as much as it is a means by which to support the government’s ability to deliver services to the public. One of these new books, which I have referred to as being an essential must read bookend for any book shelf . . . in short, if you do not have these two books, then you have a gaping hole in your library, is Mark Amtowers “Selling To The Government (What It Takes To Compete And Win In The World’s Largest Market).” Joining me this afternoon to talk about his book and why its release coincides with the monumental shift in how governments do business is Mark Amtower.
Interview with Jobenomics author Chuck Vollmer Jobenomics deals with the economics of job, wealth and revenue creation—the substance of which powers the US economy, sustains the American way of life, and secures US national sovereignty. Jobenomics, the book, focuses on the employed and jobs creation—the segment of our society that represents America’s economic engine. Today, this engine has stalled. The decade of the 2000s lost one million American jobs, whereas the previous three decades averaged approximately 20 million new jobs per decade. If the next decade, the 2010s, generates only marginal jobs growth, the US economy could collapse under the weight of US debt and obligations. The US has several hundred trillions of dollars worth of debt, which it will not be able to pay, if its workforce does not grow. In addition to debt, government overhead continues to explode. Out of a total population of 309 million Americans, there are 178 million non-workers, 35 million government employees and contractors, and 96 million in the private sector labor force. This equates to 1 government worker for every 3 workers in the private sector. In the non-worker group, there are approximately 300 million payments of welfare, from Social Security to food stamps. The bottom line is that too few are supporting too many and carrying too large of a debt load. Consequently, the jobenomics team is launching a national 20 by 20 campaign to create 20 million new US private sector jobs by 2020. 20 by 20 includes initiatives for government, large business, small and self-employed businesses, foreign investment in US businesses, and major emerging technology initiatives. Through jobenomics, Americans will have common cause and resources to create jobs in order to build a more prosperous future.

Do that and see how long the shut down lasts! On some subjects you should be conservative. Some you should be liberal. And finally on some you should be progressive. Make politicians work for your vote and nobody gets a free pass. Why buy a cow if the milk is free? Well some people are saying just pull that cow on up! Let Nothing or Nobody take you for granted.
